We moved into our detached bungalow about a year ago. Since then, the bungalow seems to have been in a state of constant change. A friend of ours is an architect, so I went to see him with the proposal and see what he advised. He told us that he could not foresee any problem building in the chosen spot, but we would need to apply for planning permission. Because he has frequent dealings with the planning authority he said they would come out first to see the land where the small garage was to be built, before we submit the planning application.
It costs us the going rate for the small garage plans, and planning fees, but they were no queries from the builder arising from the garage plans, so that was a tribute to the architects work for us.
If you want your stress levels to remain low, and complete your chosen project with as few problems as possible, I would recommend, for a project similar to this, that you have, and follow, a detailed and accurate set of small garage plans.
